That means that 10% of the people have 90% of the talent. Unfortunately, we are not in the 10% category. However, the rest of us are still better than 90% of the politicians.

Make them prove they're worth their salary in the marketplace

A novel idea. Give the schools to the teachers to run. I would add disposing of district lines to allow parents true choice in deciding where to send their kids. Another benefit to this would be eliminating the Dept. of Education as it would no longer be needed.
