CBP, Clouseau has taken over

The line that got me in this article is this:

It happens as Customs and Border Protection inspectors try to figure out what to do.

We're being invaded by a foreign military and the CBP is running around trying to decide what to do? Why didn't they know? Are there no protocols? Admittedly this seems to have been just idiocy, but what if it weren't? Exactly what kind of training do the CBP booth jockeys have?
