Al's Anniversary

Today is the anniversary of the arrest of Al Capone for income tax evasion.  Though the FBI tried for years, they were never able to prove any other case against him.  It worked well and they were able to use it against others.

So the question arises, if Herman Cain's 9-9-9 or a Fair Tax passes what will the Feds use against criminals they can't prosecute for their real crimes?
