Supreme Court Splits on Immigration

Justice Scalia is correct, it is mind boggling.  It's just as mind boggling that any Justice whose sole job is to enforce the constitution could find it legal for illegal aliens to solicit work in public places, or anywhere else for that matter.  Since they're by definition illegal anywhere in this country what sort of mental gymnastics did it take to make that decision?
